RUSSIAN-BELARUSIAN PARTNERSHIP: AKTP RF PROPOSES TO DEVELOP COOPERATIVE TIES BETWEEN FEZ AND SEZ

On November 23, the Belarusian Investment Forum was held in Moscow, where business owners and top managers, representatives of private equity funds, financial institutions and associations, investment agencies, consultants, representatives of state authorities, will work out issues of investment opportunities of the Republic of Belarus and cooperation with Russian partners.

The Association of Clusters, Technoparks and SEZs of Russia is a key partner and co–organizer of the event, which oversees the section "Territories with preferential regimes of the Union State".

"As part of the first part of the section of our event, we discuss the best experience in providing services to residents in territories with preferential regimes. In particular, the management companies of these territories are looking for new opportunities to provide high–quality services to residents in accordance with current realities," – comments Mikhail Labudin, Director of the Association of Clusters, Technoparks and SEZs of Russia. – The Association has made sufficient efforts to develop special economic zones in Russia and establish partnerships with free economic zones of the Republic of Belarus. We not only sign cooperation agreements, but also exchange experience on a regular basis and look for joint growth points."

Representatives of the territories with preferential treatment of Russia and Belarus, experts of the Association, and business representatives took part in the discussion of improving the conditions of preferential treatment and developing common approaches.

Egor Kruglov, Deputy General Director of Dubna TV SEZ JSC, noted that in the current reality, one of the key factors in increasing the investment attractiveness and development of the SEZ is the introduction of ESG principles into the activities of our management company and investors of the special economic zone.

"We follow the standards of non-financial reporting disclosure, actively promote environmental policy, principles of high social responsibility of business and corporate governance. Residents of the SEZ have created the most comfortable conditions both for work and for everyday life, a lot of attention is paid to prolonging the longevity of employees. Today, our management company provides investors with over 120 services in a variety of areas, a digital health center operates on our territory, branches of the MFC and the Russian Post are open. All these and many other factors have a positive impact on labor productivity, effective implementation of projects," – said Egor Kruglov, Deputy General Director of JSC SEZ TVT Dubna.

The second part of the section touched upon the development of cooperative ties between the business of the Union State. In particular, Mikhail Labudin, Director of the AKTP of the Russian Federation, proposed to focus on identifying and creating cooperative chains between the Republic of Belarus and Russia.

"Examples of successful placement of Belarusian enterprises on the territory of the SEZ of the Russian Federation already exist – the Belarusian machine-building company JSC Amkodor has production sites in three regions of the Russian Federation: the Republic of Bashkortostan, the Lipetsk Region and the Republic of Karelia," – Mikhail Labudin added.

He noted that the introduction of Russian projects on the territory of preferential regimes of the Republic of Belarus and vice versa will contribute to increasing the investment potential of the Union State.

"This approach will allow us to implement investment projects with optimal costs, contributing to long-term cooperation and economic growth in the region," summed up the Director of AKTP RF.

Also on the site of the Belarusian Investment Forum, the Association of Clusters, Technoparks and SEZs of Russia signed cooperation agreements with the free economic zones "Minsk" and "Grodnoinvest". Within the framework of the agreements, it is planned to strengthen international relations, develop industrial technoparks, industrial clusters, industrial parks, territories with preferential regimes.
