The third stream of the program "Territorial Development Leaders: creation and development of SEZs" has started
The Center for Strategic Research and the Institute of Knowledge Economics, with the support of the Ministry of Economic Development of Russia and the Association of Clusters, Technoparks and SEZs of Russia, are launching a new stream of the educational program "Territorial Development Leaders: new approaches to the creation and development of SEZs."
The program aroused great interest among the regional management teams, and about 18 were selected to ensure a high-quality educational process. Each team included representatives of regional authorities responsible for economic development and SEZ management companies.
"As part of the launch of a new cycle of national projects, a new vector of economic policy is being formed aimed at achieving the technological sovereignty of our country. New tools aimed at infrastructural and territorial development are emerging, as well as new measures of state support for businesses that can be used to develop special economic zones. "It is important not only to know about them, but also to learn how to apply them in the interests of territorial development," said Svyatoslav Sorokin, Deputy Minister of Economic Development of Russia.
This year, the program has been greatly expanded: participants receive not only practical skills in creating and designing SEZs, but also an understanding of all support measures — specialized tools for creating SEZ infrastructure, creating industrial and industrial parks, and general measures to support industrial companies in the country. In addition, the program includes practical webinars on obtaining support measures for small and medium-sized businesses. Issues related to increasing the level of digitalization of processes for residents and compliance with the principles of sustainable development of the SEZ will also be considered.
The program focuses on the special economic zones that have already been created, including those known by many as Avangard, Baikal Harbor, and Ulyanovsk. Consequently, the main objectives of the program are aimed at improving and expanding the competencies of representatives of SEZs of all types, namely, informing about new priorities of federal investment policy, mechanisms for increasing the investment attractiveness of special economic zones, developing skills for implementing SEZ development projects based on strategic and spatial planning tools, and applying state support measures. a cycle of national projects," said Mikhail Labudin, Director of the Association of Clusters, Technoparks and SEZs of Russia.
Internships will be organized for Magys AKV regional teams in the leading SEZ, where trainees can learn about the best practices in the development and application of government support measures. But as part of their independent work, the program participants draw up a project for the development (or creation) of a special economic zone in their region. Each project will be given an expert assessment and suggestions before its long-term implementation.
Regional teams from Astrakhan, Vologda, Voronezh, Kirov, Nizhny Novgorod, Novosibirsk, Omsk, Orel, Penza, Rostov, Tambov, Ulyanovsk, Chelyabinsk regions, the republics of Buryatia, Dagestan, Kalmykia, Mordovia and Khakassia are trained in this stream.
