The results of the Third Sustainable Development Rating (ESG) of Russia's special economic zones were presented at the III SEZ-2025 International Forum in Nizhny Novgorod. The rating was prepared by the Association of Clusters, Technoparks and SEZs of Russia with the support of the Ministry of Economic Development of Russia.

"The ESG agenda has become a key element in evaluating the effectiveness of management companies in special economic zones. The principles of sustainable development help strengthen their positions in the economy and form long-term competitiveness. And the rating identifies the best practices and allows us to scale this experience," said Svyatoslav Sorokin, Deputy Minister of Economic Development of Russia.

According to him, the rating methodology is based on the non-financial reporting disclosure standard and takes into account three sets of indicators: environmental policy, social responsibility and corporate governance.

"The principles of sustainable development are reflected in various spheres of business, society and the state. They are actively integrated into legislation, the financial sector, and the operational activities of companies. The Ministry of Economic Development, being a regulator in the field of sustainable development, helps ensure that this agenda meets the goals of national projects and improves people's quality of life," said the First Deputy Minister of Economic Development Maxim Kolesnikov.

Mikhail Labudin, Director of the Association of Clusters, Technoparks and SEZS, emphasized:

"The rating confirms its relevance for the third year in a row. We see that the number of participants is growing, the depth of the data provided is increasing, and the zones themselves demonstrate a more mature approach to ESG transformation. This is an indicator that the methodology is working, and an incentive for participants to enhance transparency and integrate environmental and social practices."

Leaders of the III Sustainable Development Rating (ESG) of Russia's Special Economic Zones:

First place — SEZ TVT "Technopolis Moscow";

The second place is taken by the Dubna TV SEZ and the Saint Petersburg TV SEZ;

The third place is taken by the Kulibin Special Economic Zone.

Special nominations include:

SEZ "Titanovaya Dolina" — for the high level of environmental policy;

Togliatti Special Economic Zone — for the high level of social policy;

Avangard SEZ - for systematic work in the field of sustainable development.
