Vladimir Kravchenko, a member of the Federation Council Committee on Economic Policy, held a round table on the topic "Development of special economic zones of technical and innovation type as a driver of innovation."
The senator stressed that the special economic zones of the technical and innovation type (SEZ TBT) have proven their effectiveness as a tool to support innovation activity in the regions of Russia. By the end of 2024, 572 residents were registered in such territories.
"More than 50 thousand jobs have been created, investments amounted to 217 billion rubles. Residents' revenue exceeded 476 billion rubles, and taxes exceeded 53 billion rubles."
Mikhail Labudin, Director of the Association of Clusters, Technoparks and SEZs of Russia, spoke about the need to ease the transition period after the adoption of a new draft law changing the conditions of activity of SEZ residents. As part of his speech, he made suggestions: not to take into account the volume of investments for the first 3 years after obtaining resident status and index capital investments and R&D expenses for a correct comparison with tax benefits.
Also, according to Mikhail Labudin, it is necessary to consider the possibility of extending the free customs zone regime not only to residents of the SEZ, but also to residents of the NPC BAS, industrial parks, industrial technology parks located on the territory of the SEZ.
