The expansion of the technopolis Moscow and Ust-Lugue sez areas has been approved
Mikhail Labudin, Director of the Association of Clusters, Technology Parks, and Special Economic Zones of Russia, took part in a meeting of the Interdepartmental Working Group on the Creation and Development of Special Economic Zones, chaired by Alexander Novak, Deputy Chairman of the Government of the Russian Federation.
During the meeting, the working group reviewed applications for the expansion of special economic zone territories in Moscow and the Leningrad Region. As a result of the discussion, proposals were approved to increase the areas of both zones: for the Technopolis Moscow SEZ, by including the new sites of Krasnaya Pakhra, Rudnevo, and Pechatniki; and for the Ust-Luga SEZ, by adding land plots in the Kingiseppsky Municipal District of the Leningrad Region.
«In 2025, 231 new residents were registered, and the investment volume exceeded 1 trillion rubles. This demonstrates that SEZs remain one of the most effective mechanisms for supporting entrepreneurship and developing regional economies. Expanding the infrastructure of the zones will attract new technological projects, create additional jobs, and increase the competitiveness of the Russian economy on a global scale», - said Alexander Novak.
The expansion of the Ust-Luga Special Economic Zone includes additional land plots of 14.94 hectares located in close proximity to the existing territory. The new territory will be used for investment projects in the processing of polymer materials and the production of related industrial products. The investment volume of potential residents will amount to 6.9 billion rubles by 2035, and more than 390 jobs will be created. The total revenue is estimated at more than 115.6 billion rubles, and tax revenues will amount to 10.7 billion rubles.
The expansion project of the Technopolis Moscow TVT SEZ includes three sites with a total area of 37.9 hectares. It aims to develop high-tech industries and expand existing enterprises, including the creation of technology parks and industrial and logistics infrastructure.The volume of investments by anchor residents in new sites will amount to 27.1 billion rubles by 2035, and more than 1,300 jobs will be created. The total revenue of residents is estimated at 590.3 billion rubles, and tax revenues will amount to 44.1 billion rubles.
According to Mikhail Labudin, the Association of Clusters, Technology Parks, and Special Economic Zones of Russia's participation in the interdepartmental group allows for systematic expertise in decision-making regarding infrastructure development.
«The expansion of existing SEZs confirms the maturity of this tool: investors come to places where an ecosystem has already been formed, where there are ready-made sites and clear conditions. It is important that such decisions are made based on real business demand and contribute to the accelerated launch of new production facilities», - he said.
