The electronic industry will receive an additional stimulus: Army-2022 reveals a new support tool

Within the framework of the Army-2022 International Military-Technical Forum, an off-site meeting of the State Duma Expert Council on the development of industrial infrastructure (industrial parks, technology parks, ecotechnoparks and clusters) was held, at which the Strategy for the Development of the Domestic Electronics Industry and a new specialized support measure were presented.

According to the new Decree of the Government of the Russian Federation, which should be issued in the very near future, it will be possible to apply to the Ministry of Industry and Trade for a subsidy for the creation and development of the infrastructure of an industrial technopark in the electronics industry.

The event was also organized by: The Association of Clusters, Technology Parks and SEZ of Russia, the Union of Mechanical Engineers of Russia and the Association «League for Assistance to Defense Enterprises».

The meeting was chaired by Alexander Kozlovsky, head of the Expert Council for the Development of Industrial Infrastructure, member of the Bureau of the Association «League for Assistance to Defense Enterprises».

Welcoming the participants of the event, Alexander Kozlovsky noted the relevance of the topic under discussion. «If a year ago we were considering the possibility of introducing Russian manufacturers into global production chains, however, in the face of unprecedented sanctions pressure from Western countries, we are seeing a blockage in the supply of necessary electronic components for Russian high-tech enterprises and a sharp rise in prices on the market. And I want to draw your attention - this is an opportunity for us», - Alexander Nikolayevich emphasized and recalled that today the task is to form a domestic electronics industry that meets the needs of our economy.

The participants of the meeting of the Expert Council discussed the prospects for creating industrial technoparks in the electronics industry on the basis of defense industry enterprises, the optimal choice of a base for creating an industrial technopark in the electronics industry - Brownfield or Greenfield, priority product areas of scientific and technological development for development in industrial technoparks of the electronics industry, and as well as a number of other questions.

Aleksey Andreev, Deputy Director of the Association of Clusters, Technology Parks and SEZ of Russia, emphasized that the issue of creating an effective tool to support manufacturers of electronic products is one of the most pressing issues of the day.

«During the meeting, we considered the requirements for an industrial technopark in the electronics industry and its business model, discussed the government support tool that should be launched in the near future, and the problems that enterprises are already seeing», - Andreev said.

Thus, representatives of companies noted that for private enterprises in the electronics industry and the military-industrial complex, the volume of extra-budgetary co-financing in the amount of 50% is a serious financial burden. «Now it is important to launch a competition for state support for industrial technoparks in the electronics industry and bring interested enterprises to it. In turn, this will reveal the hidden problems of the new support tool in order to prepare potential investors and improve procedures at the legislative level as early as next year», - explained the ACTP expert.

In his report, Dmitry Simagin, Director General of the Regional Industrial Development GROUP, noted the need to strengthen the professional expertise of the resources of existing industrial enterprises, primarily their property complex - optimization and, if necessary, reprofiling. The work aimed at the most efficient use of non-core assets of industrial holdings in the framework of the implementation of park projects and the development of territories should be systematic. This approach is comprehensive and will provide a second life for industrial enterprises.

Based on the results of the visiting meeting of the Expert Council, it was decided to apply to the Government of the Russian Federation with a request to expedite the signing of the Decree regulating state support for projects for the creation and development of infrastructure facilities for industrial technology parks in the electronics industry.

In addition, it was decided to apply to the Ministry of Industry and Trade of Russia with a request to include a representative of the Expert Council in the competition commission for the selection of projects for the creation and development of technology parks in the electronics industry, and, based on the results of these competitions, to conduct training events for interested enterprises and investors, taking into account the accumulated experience.
