AKIT RF summed up the results of the year and set priorities until 2030

On May 29, Moscow hosted the anniversary General Meeting of the members of the Association of Clusters, Technoparks and SEZs of Russia. The agenda focused not only on the results of the Association's work for 2025, but also on the discussion of further transformation of industrial policy instruments in the context of the implementation of national technological leadership projects.

During the General Meeting, a report on the activities of the Association for 2025 was presented, a work plan for 2026 was approved, and key areas for further development of the industry were identified.

According to Mikhail Labudin, Director of the Association of Clusters, Technoparks and SEZs of Russia, the infrastructure agenda is gradually becoming part of a broader industrial policy framework.

"Today, industrial parks, technoparks, special economic zones and industrial clusters are becoming not just production sites, but basic elements of the implementation of national technological leadership projects. Through these mechanisms, cooperative chains are formed, high—tech industries are localized and the technological sovereignty of the country is ensured," Mikhail Labudin noted.

According to the Association, by the end of 2025, 506 industrial infrastructure facilities, 59 special economic zones and 118 industrial clusters were operating in Russia. Last year alone, the registers of the Ministry of Industry and Trade of Russia included 19 industrial parks, 7 industrial technology parks and 4 high-tech technology parks. At the same time, the expansion of the network of special economic zones continued: six new SEZs were created during the year.

One of the key areas of work of the AKIT of the Russian Federation in 2025 was the improvement of the regulatory framework. The Association participated in the preparation of changes related to mechanisms for supporting infrastructure projects, regulating the activities of industrial clusters and the development of special economic zones.

In particular, last year the limits of subsidies for the creation of infrastructure for industrial parks and technoparks were increased, the requirements for industrial clusters were adjusted, and approaches to supporting infrastructure projects within the framework of Russian Government resolutions were expanded.

A separate block of the agenda was devoted to the development of sustainable development mechanisms and ESG transformation of infrastructure sites. In 2025, the Association became an official partner of the Standard of Public Capital of Business, and also continued to work in the Expert Council of the ECG Rating. To date, 37 infrastructure sites, including special economic zones and technology parks, have already implemented the principles of sustainable development.

International cooperation remains the systemic focus of the Association's work. In 2025, the proposals of the AKIT of the Russian Federation were taken into account within the framework of 11 intergovernmental commissions, and one of the most notable international projects was the BRICS SEZ Investment Navigator, a digital platform for interaction between investors and special economic zones of the countries of the association.

In addition, the Association continued to develop educational and methodological programs. In 2025, more than 300 representatives of regional teams, management companies and infrastructure sites completed training under the programs "Pro Clusters", "Leaders of Infrastructure Development" and "Leaders of Territorial Development".

During the General Meeting, special attention was paid to the tasks for 2026. The Association plans to strengthen efforts to integrate industrial infrastructure into the implementation of national technological leadership projects, continue improving support mechanisms for SEZs and clusters, and expand international cooperation.

"The key task today is not only the creation of infrastructure, but also the formation of effective models of territorial management. Management companies should become full—fledged development institutions that accompany residents in obtaining support measures, developing cooperation and entering new markets," Mikhail Labudin emphasized.

Among the key projects in 2026, the Association highlights the holding of the IV International Forum of Special Economic Zones, the development of cooperation within the framework of BRICS and ASEAN, updating national ratings of technoparks, clusters and SEZs, as well as further work on digitalization and development of infrastructure sites.

Following the results of the General Meeting, the members of the Association approved the Director's report, the work plan for 2026 and confirmed the course towards further development of industrial infrastructure mechanisms as one of the key tools for spatial and industrial development of the country.
