ACTP RF at the XI International Technoprom-2024 International Forum for Technological Development

The Association of Clusters, Technoparks and SEZS of Russia is taking part in the XI International Forum of Technological Development "Technoprom-2024".

ACTP of the Russian Federation is the organizer of two round tables within the framework of the business program this year:

· "The power of synergy: the role of industrial clusters in the integration of science, technology and production"

· "Creation of research and production centers in the field of unmanned aviation: creation, regulation, support"

The main purpose of the round table "The Power of synergy: the role of industrial clusters in the integration of science, technology and production" is to determine the most effective way to introduce science and technology into the activities of industrial enterprises.

In his welcoming speech, Mikhail Labudin, Director of the ACTP of the Russian Federation, spoke about the creation of a single document - the program for the development of an industrial cluster:

"The Association of Clusters, Technoparks and SEZS of Russia, together with representatives of specialized organizations of industrial clusters and their participants, developed the structure of the industrial cluster development program – a key document for the strategic development of an industrial cluster, including information on the strategic direction of its development, plans to expand its activities, resource and personnel support, information on identifying investment niches"

As part of the round table, Dinara Antonova, General Director of JSC Association of Machine Tool Cluster Penzastankomash, took the initiative to allow participants of the industrial cluster to conclude an agreement with educational institutions on targeted training at the expense of budget allocations from the federal budget.

Dmitry Kurochkin, Vice President of the Chamber of Commerce and Industry of the Russian Federation, spoke about the participation of the CCI system in the formation of scientific and production chains.

Also among the speakers were Alexander Lyulko, Director of the Center for Interaction with Authorities and Industrial Partners of Novosibirsk State University, Vyacheslav Radionov, Acting Director General of JSC Novosibirsk Region Development Corporation and Elena Filonenko, Director General of the Limited Liability Company Oncological Cluster of Nuclear and Photodynamic Medicine.

The purpose of the second round table "Creation of research and production centers in the field of unmanned aviation: creation, regulation, support" was to discuss the prospects of this tool, exchange experience in implementing such projects in various regions of the Russian Federation, including on the territory of infrastructure sites, as well as identify problematic issues and consider constructive proposals for the development of relevant legislation.

- Alexander Kalko, Director of Product Development at Synergy Design Bureau

"In accordance with the order of the Ministry of Industry and Trade of the Russian Federation No. 2201, the creation of NPCs is possible on the basis of the technological infrastructure of industrial technoparks, high-tech technoparks, as well as SEZs. I would like to thank my colleagues from the Ministry of Industry and Trade for the opportunity to create a NPC based on infrastructure sites. Such a measure has undoubtedly increased the attractiveness of the tool among the management companies of existing technoparks and SEZs, many of which have already taken the initiative to create NPCs on the territory of their sites," shared Mikhail Labudin, Director of ACTP RF.

Dmitry Prudnikov, Founder of Prano Group LLC, spoke about the project to create a research and production center for testing and competencies in the field of technology development of unmanned aircraft systems on the basis of the Volga Technopark:

"First of all, I would like to thank the Association of Clusters, Technoparks and SEZ of Russia for organizing this table, since the topic is relevant not only for government authorities, but also for business. Thanks to the constructive dialogue and assistance from the Association, we are now building a plan for the implementation of the placement of the NPC BAS on the territory of our industrial technopark in the field of radioelectronic industry" 

Mikhail Labudin, Director of the ACTP of the Russian Federation, also took part in the plenary session "Key aspects of technological leadership: science, personnel, regions" and acted as a speaker at the session "Improving work with scientific and technical information under sanctions restrictions"

"I consider it necessary to develop a unified methodology in cooperation with higher educational institutions to identify investment niches and fill them using the mechanism of industrial clusters and the INVENTORUS system," Mikhail Alexandrovich said.

The session is organized by INVENTORUS, a digital platform for processing and interpreting open data on technologies using artificial intelligence.
