15 years of the AKIT of the Russian Federation: development of cluster cooperation and SEZ support mechanisms
As part of the general meeting of the members of the Association of Clusters, Technoparks and SEZs of Russia, a round table "Cluster production chains in the system of SEZs and other infrastructure sites" was held, dedicated to the development of industrial cooperation, improving government support mechanisms and the formation of sustainable production chains based on industrial infrastructure facilities.
Natalia Shamanskaya, Deputy Director of the Department of Small and Medium-Sized Business Development and Tax Incentives at the Ministry of Economic Development of the Russian Federation, Alexander Kutuzov, Deputy Director of the Department of Regional Development at the Ministry of Economic Development of the Russian Federation, Asiyat Bagatyrova, General Director of the NGO "Public Capital", Elena Myakotnikova, Chairman of the Council of the Chamber of Commerce and Industry of the Russian Federation on Sustainable Business Development, Corporate Social Responsibility and Volunteerism, took part in the discussion.
The session was moderated by Mikhail Labudin, Director of the Association of Clusters, Technoparks and SEZs of Russia.
The key topics of the discussion were the regulatory regulation of support mechanisms for industrial clusters, industrial parks and special economic zones, the development of residential policies for infrastructure sites, as well as the formation of production chains as a tool for attracting investment and developing industrial cooperation.
The participants discussed the results of the selection of industrial infrastructure facilities for government support measures, changes in the regulatory framework for supporting small and medium-sized businesses, as well as prospects for the participation of special economic zones in federal support programs in 2026.
Special attention was paid to improving the efficiency of infrastructure sites through the development of cooperative ties between residents, the identification of investment niches and the integration of industrial enterprises into a single production chain.
A significant block of discussion was devoted to issues of sustainable development and the introduction of the Standard of Public Capital of Business. The participants reviewed the practice of using ESG approaches in industrial infrastructure, as well as mechanisms for assessing the contribution of business to the socio-economic development of regions.
According to Mikhail Labudin, today the development of industrial infrastructure requires an integrated approach, in which industrial parks, technoparks, SEZs and industrial clusters are considered not as separate sites, but as elements of a unified industrial development system.
"The development of industrial cooperation between residents of infrastructure sites is of particular importance today. It is the presence of stable production chains that allows us to form long—term investment models, increase site utilization and create conditions for the localization of new production facilities," said Mikhail Labudin.
During the session, a cooperation agreement was also signed between ANO "Public Capital" and JSC SEZ TVT Dubna, aimed at developing sustainable development practices and introducing mechanisms for assessing the public capital of a business.
